Limit & display FPS to user

At the current time someone with a better computer would have more FPS and will have more "luck" than someone with a computer with less performances. So why not limiting the game to 30 FPS so it could run "pretty" smoothly on most computers?

Also display FPS is a good thing to make a little debug
